This herbaceous association is poorly described. It is dominated by the perennial bunchgrass Festuca idahoensis (10% cover) and the perennial sedge Carex scirpoidea (40% cover). There is no shrub or tree layer. Twenty-seven forb species are reported to occur, the most abundant being Phlox hoodii and Geum triflorum.
