      <abstract>EarthData International collected ADS-40/ISTAR-derived orthophotography over Hillsborough, Pinellas, Manatee and Sarasota Counties Florida with a 1 foot pixel resolution. The period of collection was between 9 January and 20 January 2007 for the base area with the agricultural area bring flown between 17 February and 19 February 2007. The collection was performed EarthData Aviation, using a Leica ADS-40 camera system, including an inertial measuring unit (IMU) and a dual frequency GPS receiver. This project required eight lifts of flight lines to be collected, for a total of 80 flight lines. The orthophotos were rectified using the existing lidar DEM from Pinellas County and a collected DEM from Hillsborough County and was processed using ISTAR. Ground survey services in support of the project were provided by a Florida-registered professional land surveyor under the employment of Terrasurv Inc. of PA. The GeoTIFF format was compressed to MrSid format for distribution or is stored in ArcSDE for District use.</abstract>
      <purpose>This data was collected and derived for the Counties of Hillsborough, Pinellas, Manatee and Sarasota through a joint teaming effort with the Southwest Florida Water Management District (SWFWMD).</purpose>

      <attraccr>Orthophotos were created from the aerial photography creating a DEM using the ISTAR software and photo triangulation data. The ground control for this project consisted of 36 vertical/horizontal photo-identifiable points and processed to FL State Plane West NAD83/1999 , and vertically to Mean Sea Level(MSL), NAVD 88 in U.S. Survey Feet.  Airborne GPS data was collected during the acquisition mission for each flight line. An additional control point was set for a basestation that was recorded during imagery acquistion for processing the airborne GPS. The control points were measured by technicians using Orima software.  The final bundle adjustment of this block was solved using airborne GPS. During GPS data collection, the Positional Dilution of Precision (PDOP) was monitored and held at or below 3.5 when possible. Imagery was mosaiced to provide seamless coverage. Images were then radiometrically corrected for tone balance and geometry quality control along tile edges for terrain and linear features.</attraccr>

    <logic>EarthData QC
Compliance with the accuracy standard was ensured by the collection of photo identifiable GPS ground control after the acquisition of aerial imagery. The following checks were performed.
1. The ground control and airborne GPS data stream were validated through a fully analytical bundle aerotriangulation adjustment.
2. The DEM data was checked against the project control. The technician visited and confirmed the accuracy of the points during initial processing.
3. Digital orthophotography was validated through an inspection of edge matching and visual inspection for image quality.
4. Planimetry was validated through an inspection of edge matching and visual inspection for data quality.
5. A final quality control check utilizing 20 QC ground survey points was conducted, ensuring that minimum accuracy requirements were met.

SWFWMD QC
The imagery data layer stored in the District's enterprise database is opened in ArcMap.  The District's LiDAR project grid is also added.  The imagery is scanned at 1:6,000 looking at each LiDAR grid cell individually.  If a problem is found, then a point shapefile is created and a point in the location of the problem is added.  Comments are added to the shapefile in an attribute field about the problem and a bitmap is created displaying the area with the problem.  Each bitmap includes: comments added to the shapefile, grid cell number, date, initials of the QC staff, and whether the image is drawn to the full extent.  The overall color balance between cutlines over land, offsets over 8 feet, missing data, anomalies, and overall color balance.</logic>
    <complete>The following methods are used to assure imagery accuracy.

        <srccontr>The aerial imagery acquisition for Hillsborough, Pinellas, Manatee, and Sarasota Counties was flown to support the creation of digital orthophotography with a one foot pixel. The imagery was acquired in eight sorties at an average altitude of 8,450 feet AMT, using a Leica ADS40 sensors. Acquisition was completed using Digital Aerial Solutions operating out of the Plant City Airport. The following lift information is Sortie 1, January 09, 2007 flight lines 1-17, Sortie 2, January 10, 2007 flight lines 32-33, Sortie 3, January 10, 2007 flight lines 31-46 (32,33 re-flight), Sortie 4, January 11, 2007 flight lines 53-57. Sortie 5, January 15, 2007 flight lines 46-52.  Sortie 6, January 20, 2007 flight lines 18-30, 41,44-45, Sortie 7, (Agricutural Area) February 17, 2007 flight lines 13-21, Sortie 8, (Agricutural Area) February 19, 2007 flight lines 1-13 Any duplicate flight line numbers between sorties indicate a line that was reflown. The latest sortie date associated with any reflown line is the line used for data processing.</srccontr>

        <procdesc>The digital orthophotography is comprised of one foot pixel pixel Ground Orthos. Once the DEM data was integrated into the processing system the initial radiometric adjustments were performed on the imagery for each flight line  attempting to reach the best possible histogram. The rectification process was run using the processed DEM surface and the radiometrically balanced imagery on each flight line. A second set of radiometric adjustments were made and mosaic lines were placed. QA/QC was performed looking for smears and other indications of problems within the digital orthophoto creation process. The final imagery data set is removed from the processing environment in a process called "packaging" where the individual tiles are created. The created tiles are reviewed again for anomalies and interactive radiometric adjustment applied where needed. The final product was GeoTIFF format digital orthos.</procdesc>

        <procdesc>The individual geotiffs were loaded into a single raster mosaic in the District's enterprise SDE using ArcCatalog. The tile size is 128 with a 50% JPEG compression. Pyramids were built after all of the geotiffs were loaded using command line ArcSDE. Statistics was built using the software TOAD on all raster tables in SDE.

For the District's GIS Data Distribution site, MrSid mosaics are created using the GeoExpress software by LizardTech.  They are compressed at a ratio of 20:1 from GeoTiff files.  These mosaics then have projection files (.aux) created for viewing with ArcGIS.  The .aux files are created from the Raster Georeference Enabler (RAGE) tool developed by 3001.</procdesc>
